The European Commission approves CAP changes bringing more flexibility for Spanish farmers and innovation projects

The changes in CAP subsidies and rules foster innovation, sustainability, and the development of new solutions such as LIFE NextFUMIGREEN

Brussels, 26 August 2025. The European Commission has approved major changes to the Common Agricultural Policy (CAP) Strategic Plan 2023–2027 to better adapt it to the needs of Spanish agriculture.

These modifications, proposed by the Spanish Ministry of Agriculture, aim to simplify and make the subsidies for farmers and livestock breeders more flexible. Key updates include:

  • Recognition of agrivoltaic systems: crops may now be combined with solar installations, always prioritizing agricultural production.
  • More flexibility in eco-schemes: fewer requirements for permanent crops and a single biodiversity threshold (7%) for mixed farms.
  • Adjustments for fruit, vegetables, and wine: simpler rules to apply subsidies and improve fund implementation.

What does this mean for innovative projects?
With a more flexible framework, initiatives such as LIFE NextFUMIGREEN, which develops natural fumigants from plant extracts to protect crops, gain momentum. These projects are committed to more sustainable agriculture, less dependent on chemicals, and more competitive.
